I used to work in Venezuela under work visa but never apply for Venezuelan ID card. Now when I contact a law firm in Caracas to apply for PC on my behalf, they said it can't be done if I don't have Venezuelan ID number to track. This is strange as I did not see this requirement from CIC web site for PC application at different countries. In case they refuse my PC, what should I do. thanks
 
You can contact the entity that gives the PC in Venezuela yourself and ask for a suggestion. I, for instance, needed one from Mexico and one per each state I lived in. I lived in two different states and only was able to obtain one because I called beforehand and asked what was needed for me, a foreigner. The one I couldn't obtain was because I couldn't prove my past residence in that state. It is likely you'll need to prove to that entity your past residence in Venezuela. If you know spanish, I suggest you go to mequieroir forum: http://mequieroir.com/support/forum/list.php?FID=19 which is mainly venezuelans emigrating to Canada, perhaps they can help you better over there.

Did you read the instructions? Obviously not, see: http://www.cic.gc.ca/english/information/security/police-cert/central-south-amer/venezuela.asp You supply your passport no. and CIC obtains the PCC.

Not entirely his fault since, in my experience, they can be pretty dense (PC offices) with this. Like I mentioned in my previous post, while I could technically obtain a PC from the offices in Mexico, they didn't want to give me one cause I'm not a mexican resident. I had to get further prove of my previous residence in order to get one, and I only got two out of the three I needed because of this. Getting proof of previous residence isn't written out anywhere in CIC or the respective mexican PC offices, but I agree that he should have just asked the PC office himself and explain his situation to them instead of relying on his lawyer.
 
Thank you all for your advices. I am now not in Venezuela, the Ven embassy in my country advised me to authorise to a friend or relative to apply PCC in Caracas for me. therefore I contact the law office hoping they know how to "lubricate" the process. I can't speak Spanish well to call them and I know many cases they are not reliable on what they said and done. I'll try to clarify this with my visa agent to let CIC obtain the PCC.
