My dad is visiting my sister who is in Germany, can I apply visit visa from Germany to Canada while he is in Germany for 90 days as a visitor?

It's preferable to apply from your home country. However he can certainly try applying from Germany.

Surely he can. That’s what embassies are for. However, it is best if he applies from his country. His record might not be clean; thus, he might not be granted a visit permit that long. But he could try. When I moved to Germany, I made my permit from Canada. I asked European removals Germany to carry my things from one place to another. Meanwhile, my husband moved with me. He visited the embassy in Germany for his permit and was granted easily. Now we both have german citizenship. I’m sure your father will be lucky.
