Apply for work permit with expired residency permit

I am not living in my home country. My residency permit is expired in the country that I live currently. I submiited the application for renewal but it is still in process, I would like to know if I can apply for a work permit outside of Canada while I am waiting for the new residency card, please.

You should ideally wait until you can show you have valid status in the country where you are living now.
