Apply for visa with conviction

Hello,

One of my friends, a Bangladeshi citizen lived in UK about 8.5 years. During the stay, he was
once convicted for possession of drugs. But he never spent prison time.
He had to pay some fines. UK police report shows live trace and it will be against his record
until Nov 2020.

He is in Bangladesh at the moment and wants to apply for Canada immigration or student visa.
Can he apply for any type of visa having the conviction? Is there any other process for these
type of applications where the applicant has conviction in another country?

Must disclose the criminal conviction. Does not bar him for applying but chances of approval is pretty low. How recent was this? Was he removed as a result of conviction?
