Before you land in Canada, you are not considered a PR and cannot claim to be so in any application. After you land, your application will be assessed on many factors, of which your PR status in Canada, but that does not guarantee your approval for US visa as you still have to meet other requirements and convince the immigration officer you will not overstay your visa in the US, assuming you are applying for temporary residence visa which you haven't mentioned.
Canadian PR will make the process easier for you but the basic conditions will still be needed to be met.
The first and foremost thing which VO usually see for granting a visit visa are an applicant s strong ties to his/her home country.Just getting a PR might not be sufficent evidence for your ties to Canada.The important indicators for showing one s strong ties with Canada could be a stable,permanent job in Canada,sufficent funds available for the trip, having some assets/property in Canada etc.
Its highly advisable that one should refrain from applying for a US visa immediately after landing ,as that time he/she would not have developed sufficent ties with Canada and the chances of rejection are very very high.I have seen many people denied visa who did not have a stable/permanent/full time job in Canada whereas applicants who applied after spending atleast more than an year and showed sufficent ties with Canada got 10 yrs visa very easily.
