Apply for TRV before applying for PR or after?

Hi All,
I'm looking for some advice as to when we should apply for a tourist visa. My SO and I will be applying at the beginning of May for Family Sponsorship (Outland via Mexico) However we are really hoping to visit Canada in July. In your experience what works best, applying before or after sending app in for PR.
And if we apply for a tourist visa afterwards, should we mention the PR is in process?

I'll suggest you apply TRV before sending your pr paper since there are some other people mentioned that they applied TRV failed (were refused) when they were under pr processing cause the embassy officer thinks the applicant tending to immigrate to Canada. (I know it sounds strange but that's the reason they were refused : ) I don't know if it happened to Mexican too because those cases above were happened to asian quite often as I know.
