Hi there - fiancee is awaiting PR sponsorship (we passed stage 1, and now the file is in the VO in Argentina).
But it will be another few months and we were wondering if we could go to Canada and get started on her studies. Can she apply as a student visitor and study while awaiting Permanent Residence sponsorship?

She can apply for a student visa, the procedure is independent from the PR process, and she can be in Canada even if her file is outland, as long as she has a status in Canada. However, you need to be aware that she would have to pay international fees as a student in Canada, if you wait until she has her PR she won't... but of course it might be worth it so you can wait out the PR together.
