I had a question I was hoping someone can help me with.
I am going t be applying for PR via the CEC in February 2013. I know this application can take as long as 18 months, however my UK passport is going to expire in August 2014 and I am concerned that my application will still be in progress at this point?
Should I reapply for a new passport early (if that's even possible) before I send my application? Or can I just inform them when the application is in progress that I have a new passport number?

u dont need to inform them about new passport. if they require that u submit ur passport for visa issuance, u can send the new one together with photocopy of the old one so that they will see it's expired.. it wont be a problem.. and nope, they wont renew ur passport until the expiring date and btw, processing time is 15months not 18months. all the best
Even if you get a new passport/renew it, wouldn't you have the same passport number? I would submit the application with the passport you have now and a letter saying you plan to apply for a new one and will submit the data page when you get it.
Please go ahead and apply...and I am sure you will get your PR well before and you may not need to renew your passport. However, when you have to submit your passport for visa issuance, your passport should have more than 6 months of validity and atleast 1 page blank.

Apply as soon as you meet the requirements. You shouldn't worry too much regarding the passport expiration, there is ample time in between. And if all goes smoothly, you should get the PR before Aug 2014 if you apply in Feb 2013. Good luck!
