Hi, we are accepted refugee. We will apply for PR but I wanted to know can you apply in a different province but live in Ontario?

reason being wait times in Ontario are very long compared to other province.

No you must apply from the province you are living and list your current address and update your address if you move during the application process. There shouldn’t be processing differences for PR applications except for Quebec if you are applying for PR as a protected person. They go to general processing centres and are not processed provincially. The one exception is Quebec that requires CSQ. In general it is never a good idea to misrepresent anything on any IRCC applications. Why risk getting your PR status.
