Background :

I am a Canadian citizen working in USA on a TN visa (duration 3 years)
Married and spouse is in USA on TD (will be the case soon)

I suppose I would apply as outland since she is living here in the US with me.

Few questions from my side:

1) Can I apply for her PR while living in US with her ? any issues you see with this kind of application ?
2) What is the timing for such an outland applicaiton ?
3) Is it still possible to apply for a visitor visa and/or travel to Canada while this application for PR is in process ?

You aren't living in Canada, nor are your intentions to return to Canada based on what you said.

Hence, you can't apply for your wife's PR. If your intention changes, and you return to Canada once she gets PR, then you can apply.

even if you go ahead and apply, you'll most likely be refused unless you provide them with proof of your intention to relocate to canada once your spouse is granted PR.
 
I can definitely provide some proof -- relatives (mom lives in Canada) and yes, i would PLAN on returning to Canada once she gets it.

What sort of proof do they require ?

And how long does this take ?
