Apply for PNP without creating a profile in Express Entry?

I have more than 5+ years of experience working as a Software Enginner (NOC# - 2173) and recently scored CLB 7 in IELTS. I understand routing through EE is a hefty task for me. So, are there any ways where I could directly apply for any Provinces using PNP but without creating Express Entry profile?

If not then, any suggestion pls how can I proceed for getting the PR visa?
