Apply for Permanent Residency then move to Canada while application is processed

Hi all, quick question....

Can I apply if I move from Australia to Canada while my application is being processed?…Will I need to apply as “Inside Canada” or “outside Canada”?

Im looking to send in my PR application, then move to Canada about 3 months later

Your question is not clear...are you asking if you can enter Canada after submitting a PR application overseas and then request that this application now be transferred to inland processing? No you can't transfer. Sure you can travel to Canada when a PR application is pending....you will need the right visa or if visa exempt prove to the border agent you will not remain in Canada beyond the duration of your authorized entry e.g. 6 months as a visitor.
