Apply for LMO on visitor status, while also applying for PR

Is it possible to be in Canada on visitor status, then while in visitor status apply for PR under the spousal category, and also apply separately for a work permit through LMO?

1. Yes, but you would have to apply for the work permit outside Canada or at a Port of Entry.
