Hi,
I am a Canadian citizen, my daughter landed in Canada on September 12, 2012 as a permanent residence. She is 31 months old. Being a father and Canadian Citizen, Can I eligible to apply her citizenship after getting PR Card?

Yes, if you are living with your daughter in Canada, you can apply for citizenship for her right away.

They don't do cards any more, just paper certificates. Grant of citizenship processing time can be seen here: http://www.cic.gc.ca/english/information/times/canada/cit-processing.asp 80% of applications processed in 21 months or less. For a child, it should probably be a lot less because they will not be doing any background checks and she also doesnt' need to meet the residency requirements.
