Appling for EE after paper-based application was cancelled

Hello,

I have a question and I'd really appreciate if someone can give me competent answer. Friend of mine is provincial nominee, who applied for PR by paper-based process. He's application was cancelled due to missing documents and returned back to him. Question is: Can he re-apply with EE instead of paper-based? he is in Canada working with work permit valid for one more year.
