Appling for a visitor visa from inside Canada on paper, when to send the passport?

Hello, I'm in Canada with my son (minor), we both have valid statuses of temporary worker\student, and we need to have visitor visas to leave Canada and return back. As far as I understand, it's impossible to apply for both of us online, as for the depending child they suggest to change status, not to receive a visitor visa. So I want to apply on paper. Should I send our passports together with the application? Or should I send the application first, receive passport request and submit passports later?
