I applied for my mother’s super visa but she got V1 is that just a visitor visa?

Either an error or the visa officer only wanted you to have a visitor visa.

It's up to IRCC whether they issue a super visa or a regular TRV. There can be a number of reasons why IRCC decides to issue a regular TRV vs. a super visa including ties to the home country, funds, health, etc. Ultimately it's completely their choice.
