I received a letter today saying that my application has been transferred to the Case Processing Center in Mississauga, as that office is now the Designated Processing Center for my application. Originally I sent my application to Vegreville as it is an in-land application. Is this normal?

It's a new change. CIC transfered some inland applications from CPC-Vegreville to CPC-Mississauga. See this: http://www.cic.gc.ca/english/information/applications/spouse.asp
At the bottom, it says: Mail your completed application to the Case Processing Centre in Mississauga, Ontario
