I'm a MI1 applicant and e-cas status is "in process" based on GCMS it is waiting for medicals and PPR.

my VISA office is new delhi and I'm currently in USA on temporary job visa. I may leave USA in early next year(Mar/Apr).

1. I would like to transfer my PR application to Buffalo VISA Office (USA) from New Delhi(before they issue PPR), what is the process to do ? how long does it take ?
[ the reason I'm transfering is I couldnt able to send passports incase if they issue PPR ]

2. Also, If things changes I may go back to India, can I able to transfer the application back from Buffalo Visa office (USA) to New Delhi ?

The transfer it's going to happen and there is no process to request a transfer.

CIC does not transfer applications when an applicant moves to a different region. CIC also does not transfer applications on request.

CIC only transfer applications "to maintain program integrity". See:

Also, there is no visa office in Buffalo any longer, so you couldn't transfer it there even if there were a process to request it.
