I was wondering what would happen if I am offered a permanent job that should make me eligible for a PR if I already applied for a PR under a different programme (CEC) and I'm still awaiting the result of that application.
Is it possible to apply for a PR under a different program or to move my application to the other scheme somehow? That could happen to me but I'm sure I wouldn't be the first in that situation.

Every type of PR app is specific to only that stream, so you cannot move an application to a different one. There are no rules against submitting applications in different streams at the same time, provided you qualify for each stream. You could submit a second app under the new stream and either withdraw the first app or leave it to continue processing at the same time.
It would probably be best to just wait for the first app to finish, especially if it is well into the processing time. Withdrawing the first app and submitting a new app in a different stream will start the processing time all over again, quite a delay. Having 2 apps processing at the same time can be a bit expensive, as you are required to pay the fees for each.
