Decision made for whom? The sponsor or the applicant? Was there an interview, if it was for the applicant?

for sponsor... I have received a AOR by email.

From your post it sounded like a bad news.

But its not! ;)

Now the processing time for the applicat file starts from the moment the applicant's file reached the VO.

The date from your AOR letter.
