The ECA doesn't meet the following requirement
The Educational Credential Assessment (ECA Report) you provided is not an original.
In addition, I received an UCI number.
The question is
Can I apply as it was just with the original ECA added?
Or should I apply as a total new application following Express Entry?
Hope I can continue with the former application..

Thank you, interesting page.
In a few words, it says: if application was not considered complete, its not considered received by the old date, and hence you cant "continue" it in 2015..
Is my interpretation correct?

The return letter was dated on 31, Dec. 14.
My NOC is 2131, Civil engineering which was not full cap until the end of the last year.
I have ECA report and submitted copy unfortunately.
Hey,
Sorry to hear about your application.
Even im 2131, app received on 15 dec 14.
I got two copies from WES, just took one and kept it in my main file. Is one a copy of the original, or are both originals?

I believe all copies are considered originals, I ordered 1 extra copy with my WES evaluation, and all 3 pages looked identical without anything saying either is a "copy".
However if you make a "copy" using color printer, there is little to distinguish it from the originals...
