Hi Everyone. would appreciate if someone can share their experience or provide guidance.
We applied for a spousal family class PR (outside Canada) TWICE. The application has been returned BOTH TIMES without providing any clear reason or justification. For both applications, the email said "your submission has been made through the PR Portal incorrectly, and completeness is not assessed yet". I then called IRCC.
For 1st application, they said they don’t know why it was Returned. There were no comments provided by the Assessor.
For the 2nd application, they are saying that it is still In Progress at their end and should not have been Returned to you. Could anyone please tell if they have faced anything similar?

I have followed the following process. Let me know if it's not the right process for going about PR sponsorship for spouse outside canada?
Created an account for Principal applicant (only) on PR portal (https://prson-srpel.apps.cic.gc.ca/en/login). The sponsor DID NOT create any separate profile for themself for sponsor eligibility assessment, assuming that it is an internal process for IRCC. On application created by PA, Uploaded forms 1344 + 5532 (both forms signed by both sponsor and PA), 5533, 5536, 5475, 5476. Did not attach 5546 due to No Militry BG. Filled up/ completed following digital forms, 0008, 5406, 5669, 5562. and provided other Mandatory and supplementary info for proof of relation etc.

PA and sponsor received no email? Do you have a file number ? Does PA and sponsor have a UCI number . If you have UCI and application number put it on the tracker and check to see if it is in progress

PA received email. It says "your submission has been made through the PR Portal incorrectly, and completeness is not assessed yet". The Temporary File number was initially provided by IRCC, however, after the file/ application got Returned and I asked IRCC for reason quoting the same Temporary File Number (TFN), they said there is no such File available in our system. Even with PA UCI they checked and said No File available.
PA an SP have UCI numbers, however, there is No Application number as mentioned above (and since AOR was not issued yet).. Whole situation is Really confusing and stressful.

I did check on 5289 and with other consultant as well, the Portal used for submission is the Right one.

This is what happens when they have returned for incompleteness/done incorrectly.

If you have a consultant that you're paying, ask them.

but don't they usually provide you the reason for Return? Even if they don't provide it to the you (PA/SP), don't they atleast put it in their notes as to why the application is being returned?
what's bothering me is that they said it is not assigned to an assessor yet, and the completion is not assessed.

Already checked with a consultant. they said the same: that it is unusual/ weird.

Apply yourself. Sounds like your consultant keeps messing up.

Hi, my husband is receiving the same emails (exact wording is how I found this posting!) - Can you please let me know what the issue was? We called the IRCC and they were not able to locate anything to help us out, just suggested we reach out to a consultant for assistance. We don't have any application number or Client ID as we can't get into the actual review status.
We never received an email listing what the issue may be both times we submitted. The only thing showing as incomplete in his portal is the consent and declaration (which you need to resign in order to resubmit).

Hi. I couldn't determine the exact issue, neither was i told about it by IRCC. The end result was "just Resubmit it".
However, just a heads up, the IMM1344 (i guess) expired in Sep 24 and new version was released. so just ensure that you have downloaded the latest version of this form and any other forms. Apart from this,, make sure the signatures are applied, and the PA photo is as per specification etc.
Doesn't mean that you're application was rejected because of these reasons. Maybe you submitted everything correctly...most likely the reason for return is Technical glitch, however, it could be political as well, who knows.
About 1 week after submitting the application, try contacting the Sydney, nova scotia office as well. perhaps they would look into it and save it from getting auto returned again. Hope it helps !!

It seems like the issue might be related to the application being submitted through the PR portal incorrectly. For spousal sponsorship, the sponsor should usually initiate the process and demonstrate their eligibility, which might be missing if the application was created solely by the principal applicant (PA). IRCC’s statement about "completeness not assessed" suggests a procedural error. Double-check the official process to ensure all steps are correctly followed, including the sponsor's involvement and required forms. Since IRCC indicated the second application is still "in progress," follow up through the IRCC webform for clarification or consult an immigration expert to ensure compliance.
