My application got rejected because Police certificate of Germany was not provided. I accidently uploaded my wife's Police certificate in place of my Police certificate. It was ready with me. Could anyone please help me on this matter.? Would a webform with correct Police certificate attach will help? Do I need to create Express entry profile again and wait for ITA?

Most likely you will need to create a new Express Entry profile and wait for ITA again since your application was correctly refused.
You can try to send a case specific inquiry to request that they reopen your file with the correct PCC attached. However since you made the error and your application was in fact incomplete, they most likely won't consider this request. But you can certainly try if you want to.
