My application was rejected today because the officer said he is not satisfied that I will be moving outside of Quebec after obtaining my PR. I am currently living in Montreal and will finish my studies in April 2016.
I have provided them with the list of jobs I have applied to which were all outside of Quebec but the officer was not satisfied.
Just an FYI for people who are in this situation and wondering if it is going to affect their case.
If anyone has any suggestion for CSE that I could submit, let me know Tnx

I'm really sorry to hear that. I remember it was a potential issue for you. When you finish your studies, will you be eligible for a PGWP? Your best bet might be to get one, get a job and apartment outside Quebec, and reapply. Maybe someone else has another idea, but I think it was a judgement call on the part of the VO, which is hard to appeal.

As mentioned above, people intending to settle in QC go through a different immigration process.
However, I just wanted to add that once landed as a PR, one *can* move to Quebec and live there. Just as someone who immigrates via Quebec can move to another province once s/he is a PR.
The problem with the OP's application is that s/he did not satisfactorily demonstrate intent to settle elsewhere in Canada. This could happen to any PNP applicant already present in Canada in a different province...
