I have had my educational certificates verfied from HEC and related Boards both originals and photocopies. Since they have asked for the Notarized copies:
a. would sending HEC/Board verified photocopies strengthen the case - if yes then still I need to get these copies Notarized or
b. should I send the Notarized copies only
Yes, you can do that. I would also include a copy of the AOR you got from the CIO that has the receipt for the payment as reference. You don't have to do this - my preference is just to do everything I can to try to make the applications very very clear to avoid any confusion.

The photocopy of any document you submit should be notarized (or certified as a true copy). Usually, notaries or other officials certifying copies like making the copy themselves because that way they are sure the documents are identical.
In most cases, you only need to submit originals of 2 documents: (i) language test results and (ii) PCCs (+translation).
