Hi im planning to apply for my little brother and my sister for obtaining temporary visitor visa. They cant apply by themselves. My brothe is 9 years old and my sister has disability.

Should, i submit one application for both or one application for each?

When i apply, should i show that they are submitting the application for themselves or should i use my father as a representative?

You can become representative for both of them. Still your father need to sign the application if both are minors.

You can adopt either way. Its easy to track one application recommended to submit together

Create online account in the name of your brother and apply through that account for both your brother n sister. Either you or your father can fill the online visa application forms. At the end of submitting the online application the sytem will ask information of the person who is filling the form.
This is the right way to go.

If both siblings are minors or if the sister is an overage dependent then only his dad/his mom can apply for them. The OP cannot sign the application forms for them nor can he apply on their behalf

What about your sister? Is she also a minor? If yes then you can go ahead with the account that you created in your brother' name else you need to make your sister as main applicant.

Your brother cannot be the main applicant. In fact, your brother cannot apply on his own because he is a minor

She is not a minor but she has disability. she is diagnosed with cerebral palsy

So, the first step is to create an online account in the name of my father, which I did.

The next step would be to create the application. I am not sure how to create the application. should i create the application for first my brother and then add my sister application to it?
