Application for a permanent resident card section B 18

I once did not meet my residency obligations as a PR but was granted entry into Canada as a humanitarian consideration as I was a minor at the time. I have since gotten a PR card which has expired. I am now applying to renew my PR card. What is the correct answer to Section B question 18) "Has am Immigration Officer ever issued you a Report Under subsection 44(1) or made the decision that you have not met the residency obligations required of Canadian permanent residents?"? My application for a travel document was never denied. Thank you.
