Can immig consultants (a CSIC member with id#) pay PR Application fee on my behalf?
That is, I write him a check ($1,100) for myself and my wife in addition to the regular consulting fee he's charging me, and then he pays PR Application fee when submitting my file (Federal class).
Just wanted to know if that's a right procedure. If not, how should it be done?

Personally, I would put the application together without an immigration consultant. Some people have a complex situation to describe, in that case maybe it is better to use an immigration lawyer.

If you trust your consultant then no problem.
We also paid to our consultant by western-union USD and then he made draft in CAD and sent to receiver general Canada.

What CIO needs is a draft or Credit card payment. So your Consultant can get the draft made for you that is fine.
Having said that you may also want to reconsider filing with the consultant as it is expensive and if you are do it yourselg person then process is not complicated
