I have applied for NOC 2173 on October, my cousin who lives in Canada has used her credit card to pay the application fee.
The problem is my cousin will change her house at the end of November, so the credit card address given the in the Application Fee form need to be update. I think the credit card will not work if CIC try to charge the payment after the address is changed. How can i notify CIC to update the credit card information. Should i send them a letter and a updated Fee form, what should i write in the letter?

Are you sure residential addresses are so important in terms of CC charging? Frankly speaking, I've never heard of this. They need nothing but the card number, cardholder's name, and expiry date, that's it.
I've always thought addresses are for invoicing only. If doubt, try ordering something online with incorrect address, it should work. Of course you may opt to a new form and a cover letter, but I'm not sure they will manage to match your new letter to initial application before PER.
