My question is what visa option is available and recommended for my fiance (future wife) to apply while we both wait for the PR application to be processed. I would like her to be with me in Canada while her application is processed.

She should apply for a TRV (tourist visa). However you should be aware that approval is far from guaranteed. To be approved, she will need to show strong ties to her home country (job, property, assets) and also demonstrate she has the funds available to pay for her visit to Canada. It will help if she has previous travel to countries requiring visas such as the US and UK - and will work against her if she doesn't. Your relationship will work against her and possibly make IRCC concerned she has plans to use the visitor visa to come to Canada and remain long term.
Having said that, worthwhile to give the TRV a shot - she certainly may be approved and then you can do as planned.
If she's refused, you'll need to go through the outland route for sponsorship.

The process is not faster from within Canada. An inland application, which requires you both to be in Canada, is generally slower than an outland application, which can be done from anywhere in the world.
