Actually, in a webinar by Canada immigration office, a lady officer claimed that they will process complete applications in a single stage. But I couldn't find a single person with an approved visa Can't trust their webinar dumb claims.
What she meant is that your complete file will indeed be assesed in a single stage but they will hold back the decision until the travel ban is in place. So , we can be a little hopeful about receiving OPR (if approved) after Oct 20, but again IRCC is unpredictable.
