I am one of the person who waited for 4 years to collect 3 years NOA, and was not selected because of lottery didn't select me
Even though it's not official (thanks for pointing that its NOT cic (cic.gc.ca) site), I wonder how much error could be , for example, 10%, 20%, 30%, .. 50%.
According to this un-official report only 6% of valid/qualifying applications were submitted and 94% of application slots are available.
Even if say only 9000 applicants out of the selected random 10,000 applicants submitted their application. CIC will not likely continue to add applicants to fill in the missing 1000 that didn't submit application by deadline.

Green card Lotto in US are no different. They don't ask for fees and documents upfront either. They too have an annual cap. But the big difference is that they randomly select more than the actual cap so that it becomes "first come first serve" in getting their applications and getting their Green Card before the annual cap is reached. One can lose it getting green card despite submitting application in on time. It's the actually the number of green cards issued that counts towards the cap.

Less than 600 applied for 10000 CAP, no way government can fulfill their promise to select 10000 sponsors with this garbage systems full of faked, ineligible, sabotage entries for lottery

For you you might be playing with words, for people waited for 4 years to apply full application it's hurting....
Govt intend to accept 10000 applications, hope this satisfy your vacablury, but informal fact is 600 applied with required documents.... a fact enough to hurt who are seeking opportunity to apply.
