My son's student visa spp was refused based on the fears of not returning to his home country, and we already submitted an appeal attaching a new SOP, but we read that it may take long, so can we re-apply a new app while the appealing processis going on?

An appeal is through the courts through Judicial Review. If you did that you need to wait. If you asked for reconsideration and attached a new SOP then that is not an appeal. Reconsideration is when the officer made and error in law so you ask them to review your file as is. If you had to attach a new SOP then that is not recnsideration. You should have reapplied.
