appeal or start from beggining?

My wife was denied her permanent residency after interview in Hong Kong, they pretend our marriage is not genuine. in november 2014 I made appeal. I received the blue book march 5 2015. Sometimes I wonder if it wouldn't be faster to do a new application. How much longer do I have to wait to receive a date for adr/appeal? and if we do a new application for sponsorship with more proof and details do we have more chance to succed than adr/appeal. I would areally appreciate an answer because sincerily morale is very low these days.
