Appeal hearing Declined.now what?

Hi.
My RO based on H and C was declined.i.got with it a notice for removal order.i want to appeal this.
My question is now.can i also appeal the decision of the hearing .i heared for something like Your Notice of Application for judicial review.

What was the reason you didn't meet the RO?

Typically at this stage if you have already appealed once and lost, it means your H&C reason was not considered as valid and this will not be overturned. For next stage of appeal you would need to prove some factual error was made by presiding judge or CIC at your first hearing.

Why didn't you meet the residency obligation, what was your H&C reason?
