Our application has been sent outside canada to the consulate in Sao Paulo. Online its showing that they have started the application on September 13th, 2016. We have yet to receive any message for the consulate with the acknowledgement letter. Any suggestions on what we can do. Is this anywhere normal for this type of application at Sao Paulo Brazil consulate?

You likely won't. We never got an acknowledgement letter of AOR2, just the Sponsorship Approval from Mississauga, and the website was updated. You won't hear from the visa office in Sao Paulo unless they need something from you.
