Im planning to come over to Canada to work as live-in care giver.

I think I need to get job offer before I enter Canada, is this right? Any contact number or web address? Or should I just come in as a visitor and then find the job during that period?

You can try these:

Remember that you as a caregiver do not pay. It is the employer who pays the agencies.
 
I'd checked those websites then I found out that the caregiverjobs.ca does charge $500 for advertising my profile in the period of five months though there is chance of prolong the profile if you didn't find an employer.

Any comment to the charge/fees????

A caregiver should not pay. Have you tried abcnannies.ca? Also try ablenannies.ca. You can also try and come as a visitor and then find an employer who's willing to apply for LMO for you but you would have to process your initial work permit outside Canada (US, is the closest).
