Anyone have a ball park # about processing at the Canadian airport of entry???

I'm looking for any info regarding new immigrant processing at the first Canadian point of entry. How long does this process take? I'm trying to pick a flight back from Manila to Ottawa (Vancouver would be our point of entry) but I'm unsure on the length of layover needed. Any help would be greatly appreciated!

1. It all depends on the passenger loads. It could be 20 minutes, it could be 2hours or more. I would leave about 4 hours.
