Anyone got PPR request after first rejection

Hello everyone

I filed my visa on sep 23 2020 SDS
medicals done but not updated
biometrics on dec 14th
got reply on dec 15th early morning saying my application got refused due to following reasons
1. no grantee of returning from Canada
2. missing documents

Again applied SDS on 28th dec 2020 for FEB intake till now haven't heard anything from IRCC. My course will start in FEB 2021. Is everything stopped or how much time it will take to get the reply.

No i haven't submitted that for the first time but this time i submitted that. Will i have chance to get PPR for this time ?
