It will be extremely unlikely that such a position would be considered as volunteer work for work permit purposes. You will almost certainly have to obtain an approved LMIA unless you have an open work permit.

Submit your resume to non-profit organizations. Tell them that you want to help them develop their websites or something like that for free.

BTW volunteer and job are mutually exclusive. So don't mix the terms or you will create confusion and most likely will get rejected. Offer your services for a $0 dollar fee or for a donation, that qualifies as work, and as you have the permit that would represent no problem.
