I think they need to find someone in India to fill on their behalf and make sure they can show the receipt from their mobile device before their arrival in Canada. There's not much time for you to fill in unless you are in India as well.
You’ll need to fill out ArriveCAN with the traveller’s:
address
contact and travel information
You’ll then be able to print or email the receipt to the traveller.
You must send the receipt to the traveller to show to the border services officer. The traveller is responsible for ensuring they’re compliant with the requirements for entry into Canada. You don't need to be travelling with them.

How long have you been outside of Canada? Since you don’t have a job, you need to prove that you normally live in Canada (lease, mortgage, utilities, car loan etc.).

So they will allow entry if you can show that you normally live in Canada. You don’t have much to show that you have lived in Canada if you haven’t been paying for rent and utilities. All you can do is try to board and see if they allow it.
