Tip: don't. Caveat, unless you have PRTD coded for H&C.

Applying is fairly uncommon. Most wait until they are back in compliance to get their PR card. Process can’t take 1+ years. Were your parents sick especially during the past year? Do they have medical records showing that they were very ill and needed care. Do they have other family in India? Do you have siblings? Have you been working while in India.
Don't renew your card with h/c. Not even worth it. Wait until your ro turns OK.
And don't apply for prtd if your card is lost or expired. Arrange your trip through US land poe. If you're not visa free or need a Visa to US, do this right now.
