Any PNP that don't need Approved job offer for applying as skilled worker?

My question is:

I checked and found .... in order to apply PNP under skilled workers category, we need one Approved job offer. Is there any PNP from aany province which we dont need a job offer first and we can apply , same as CIC federal skilled worker ..with out job offer?

If you are in US on H1 visa, then you can apply to Alberta PNP. No job offer required for this.
