It says you already have a TRP, then you can use it to study. You cannot convert your visitors visa to a study permit. you will have to apply for a study permit in the country of your residence.

TRPs are for people who are inadmissible to Canada (typically due to a crime). If you're already in Canada - you are admissible and don't qualify for a TRP.
Yes you can change your visitor visa to study permit but applying within Canada will lower your chances to getting it approved because one of the major requirements is to show that you will leave before your study permit expires. Also home ties is important too.
So applying within Canada shows that you're trying not to leave and wants to stay longer but there is someone people who got theirs by applying within as well. It depends on what document you submit
