My husband and I just recently (2 weeks ago) sent in his application for PR and Open Work Permit from inland, he's also currently in Canada on an extended visit (applied a couple months ago).
His grandmother is currently laying on her death bed, having suffered a terrible stroke, with only a week or so left. During this whole pandemic, I'm not sure if we would be able to go say our goodbyes, or if my husband would even be allowed to return to Canada. Can anyone give me any insight? Thank you.

If re-entering during the current restrictions, he'd be at the mercy of CBSA when coming back and whether they believe his purpose of travel is essential. If they decide it isn't, they will send him back. If he has a copy of the death certificate and proof of the sponsorship app, I would guess his chances are good but no one can guarantee.

If your husband were trying to get back into Canada right now, he likely wouldn’t be allowed in - Covid-related border rules are changing moment by moment, and the CBSA seems to be erring on the side of caution. As of now it doesn’t look like the border rules will be easing anytime soon.
As it stands now, sadly, this is really a choice of seeing his grandmother and sitting tight in the US, or staying in Canada.
