I am prepared to have this all all wrong, but I don't calculate this fellow's score at 66. MDH indicates IELTS of 5.5. If that is across the board, he would get 8 points NOT 16, so actual score is 58.
I KNEW that's what you had in mind, but was concerned that the way others were giving encouragement about writing a letter requesting substituted evaluation, everyone was assuming this fellow already HAD 66 points.
my scenario was based on the premise that he had 67 points and only short of 1 point.....it was not to mislead or anything. as it turns out, he only has 58 points (according to Pippin). thus highly unlikely that CIO will entertain his application.
