If you have applied for PR under an economic immigration program, your application has been accepted and you have received AOR - then you can apply for a bridging open work permit.

AOR is something you get after you have applied for PR, have been selected, have submitted your full application and your application has been accepted by IRCC. If you don't have enough points for PR, then you cannot get AOR.

No - you cannot apply for an extension if you are in the pool. Again, you must have enough points to be selected and receive ITA. Then you have to submit your complete application and receive AOR. Only then can you apply for a BOWP.
Being in the pool does not mean you have applied for PR. Yet again, you have to be selected, submit your complete application and receive AOR to qualify.
