Am i eligible for express entry ?

Hi,
I'm planning to study in canada and i want to discuss a scenario.
What if i study in Montreal, Quebec and after completion of my study, in PSWP time period i work in Ontario province for 1 year in relevant field only.
Based on my experience in Ontario. Am i eligible for express entry ?

One more thing to ask,

I did B.tch(ECE),Mba(Marketing&IT) in India.
Matrix college, Montreal offers me Global supply chain management program (1 year),i wanted to ask that in 2nd year can i pursue computer programmer/ Science course. Does Visa officer check the relevancy of program while extending study permit or at the time of Post Study Work Permit.
