Have you completed an ECA and have an equivalency to a Masters. To be eligible for Alberta, you must be eligible for Express Entry first. Not sure if you are eligible as your IELTS scores will only give you 4 points per section. If you have at least 67 points then calculate your CRS score.
So are you eligible with at least 67 points? If so what is your CRS score? Alberta PNP focus on those in the provinces, family living in the province, and job offer/LMIA.
I gave you the link above to check eligibility. Yes scores go low but Alberta only picks certain NOCs which they don’t publish. They select those who have family living in Alberta, those working and studying in the province and those with LMIA/work permits right now.
Everyone thinks Alberta is easy to get into but the score may be as low as 300 but of those 158 chosen, only 2 or 3 may have a score of 300 with a specific NOC. The rest may have scores over 400. Given you are an engineer in a licensed profession and thousands of engineers in Alberta out of work (Covid/oil & gas), you don’t know if the province even selects engineering NOCs.
How many points do you have for eligibility? I can’t tell you because I don’t know your profile. Your score is too low for an ITA. Look at Saskatchewan but you need to provincially licensed.
